Edit solved: Under display settings for Windows, there's a "Scale and Layout" section. Under "Change the size of text, apps, and other items" I changed it from 200% to back to 100%. Then once I was in-game I matched the resolution to my monitor's. After that, I changed it back on Windows and when I launched the game again it was fixed.
